【派臣技術(shù)有話說】:最近派臣在跟 用戶接觸的過程中,一部分 用戶之前自己注冊了域名,想轉(zhuǎn)出到我司。但是之前合作的代理注冊機構(gòu)以種種原因搪塞不給。針對這個情況,總結(jié)出可行方法和環(huán)節(jié)。希望對大家有幫助。域名轉(zhuǎn)出注冊商時必須向原注冊商索取到 轉(zhuǎn)出密碼(auth-code)才能進行。像Godaddy等國外注冊商,普通在控制面板上就能夠直接點擊一個按鈕發(fā)送auth-code到域名所有人的郵箱之中,國內(nèi)的注冊商普通都沒有自由獲得轉(zhuǎn)出密碼的功能,需要聯(lián)絡(luò)注冊商或之前注冊域名的代理商,人工索取轉(zhuǎn)出密碼,或提出要進行域名遷出。這樣原注冊商普通會給出相應(yīng)的處理環(huán)節(jié)。
如果原來是通過萬網(wǎng)、新網(wǎng)等注冊商的代理商購買的域名,如果代理商不給轉(zhuǎn)出密碼,能夠先向萬網(wǎng)等 注冊商直接投訴,如果注冊商也不配合處理再向ICANN、CNNIC等注冊局投訴。 按照域名相關(guān)管理機構(gòu)的規(guī)定(ICANN域名轉(zhuǎn)出政策),原注冊商不能擅自拒絕或限制域名的遷出,也不能以任何名義對域名遷出額外收取費用; 如果原注冊商以種種名義阻攔域名遷出或要求對域名遷出收費的,
域名持有者能夠按照以下方式進行投訴; 國際域名投訴地址:http://www.icann.org/en/resources/compliance/complaints/transfer/form (對英文不熟悉的詳見后文的幫助)國內(nèi)域名投訴方式: 投訴郵箱為supervise@cnnic.cn,投訴電話為010-58813000 (國內(nèi)域名轉(zhuǎn)出,部分注冊商要求郵寄轉(zhuǎn)出申請表、身份證、營業(yè)執(zhí)照復(fù)印件等資料才給轉(zhuǎn)出密碼。針對這種故意阻止轉(zhuǎn)出的行為,能夠聯(lián)絡(luò)CNNIC進行投訴投訴郵箱為supervise@cnnic.cn,投訴電話為010-58813000 。 投訴郵件中請注明你的域名,并附上身份證、營業(yè)執(zhí)照掃描件等資料,以便證明你是該域名的所有者,并且用域名所有者的郵箱來發(fā)郵件。目前萬網(wǎng)、西部數(shù)碼等注冊商不要求郵寄原件,直接在線上傳資料即可轉(zhuǎn)出域名,其他部分注冊商要求郵寄原件以阻攔轉(zhuǎn)出)
若有任何疑問,請聯(lián)絡(luò)域名專員協(xié)助解決:聯(lián)絡(luò)人:官小陶 郵箱:trans@west263.com 電話:028-86263960-8204 以下是國際域名的投訴環(huán)節(jié),普通投訴幾天后即可收到轉(zhuǎn)出密碼。在域名轉(zhuǎn)出注冊服務(wù)商時,遭遇原來的注冊商拒絕轉(zhuǎn)出的,或者以種種原因阻止轉(zhuǎn)出,涉及國際域名的問題都能夠在ICANN投訴。普通說來因為ICANN根據(jù)客戶投訴有權(quán)取消注冊商資格或進行處罰,所以投訴是相當(dāng)見效的。通過在線提交問題投訴注冊服務(wù)商的方式能夠獲得轉(zhuǎn)出授權(quán)碼,投訴網(wǎng)頁中填寫的情況介紹需提交英文版,能夠參照模板格式修改對應(yīng)的信息啟用。
一、登錄ICANN官方網(wǎng)站轉(zhuǎn)出表單提交投訴ICANN投訴網(wǎng)址:http://www.icann.org/en/resources/compliance/complaints/transfer/form
1、填寫基礎(chǔ)信息,標注*號的為必填 * Name 姓名,必須填寫Organization(if any) 組織機構(gòu),非必填。* Email address必須填寫電郵地址方便注冊商(regestrar)聯(lián)絡(luò),必須用whois信息中域名所有人的郵箱。Phone number(optional) 填寫電話號碼,非必填。* Domain name必須填寫 投訴的域名,如abc.com ,留意不用填www. (上圖示例有錯)。 此處只能填寫單個,提交時系統(tǒng)會自動查詢注冊商
2、Indicate the reason(s) 選取投訴的問題種類,選域名轉(zhuǎn)出中遭遇的相關(guān)的問題。 My registrar blocked the transfer because I did not pay the transfer fee. 注冊商拒絕轉(zhuǎn)出,因為我沒有支付轉(zhuǎn)出費用。 (如果原注冊商要求收取轉(zhuǎn)出費用或必須續(xù)費一年才給轉(zhuǎn),就選取上這一項)The registrar blocked the transfer because I have not paid for a pending or future registration period. 注冊商拒絕轉(zhuǎn)出,因為我沒有支付到期前的注冊費用。My domain name has not expired and the registrar requested it be renewed prior to the transfer. 自己的域名沒有過期,注冊商要求在轉(zhuǎn)出之前續(xù)費。I am the Registered Name Holder and my email address is listed as the registrant’s in the registration information, but the registrar requested proof of my identity 我啟用姓名和郵件地址與登記注冊信息統(tǒng)一,但注冊商還要求我提供身份證明。(普通勾選這一個即可)The registrar blocked the transfer because there are payment defaults between the registrar and the reseller through which the domain was registered.注冊商拒絕轉(zhuǎn)出,代理商和注冊商之間存在支付違約問題。The domain name is locked and the registrar did not update the status and did not provide me with means to update it. 域名被鎖定,注冊商不更新解鎖狀態(tài)。My registrar blocked the transfer saying that the domain name was created less than 60 days ago, or that it was transferred to my registrar less than 60 days ago. 注冊商拒絕轉(zhuǎn)出,原因是域名注冊不到60天,或剛轉(zhuǎn)出不到60天。。Other.其他的情況。

Regarding the authorization code (auth-code) * 關(guān)于轉(zhuǎn)出授權(quán)碼 I tried to retrieve the auth-code from my control panel. 我嘗試了從控制面板獲得轉(zhuǎn)出碼 I asked the registrar to provide me the auth-code, but it was not sent within the 5 days following my request. 我請求域名注冊商提供授權(quán)碼,但是在我提出請求后5天內(nèi)未發(fā)送。 (普通選這一項,因為國內(nèi)域名注冊商的控制面板中普通都沒有獲得轉(zhuǎn)出授權(quán)碼的功能?。㏑egarding the lock status * 關(guān)于鎖定狀態(tài) I already tried to unlock the domain name myself. 我已經(jīng)嘗試自己解鎖域名。 I asked the registrar to unlock it, but the domain was not unlocked nor did I receive means to unlock it myself. 我請求域名注冊商解鎖,但是域名未被解鎖,我也未得到怎樣自助解鎖的手法(普通選中這一項即可)

最佳把問題寫清楚簡要。然后點submit提交即可A英文信模板(括號中文為替換文本介紹標注,替換為相應(yīng)內(nèi)容刪除中文即可):Hello,I registered my domain mydoname.com(注冊域名)at xxx(注冊商,whois中Registrar,如果不清楚,能夠不填這一項). I am not satisfied with their service and I want to transfer my domain to other.I can't find any place on their site to get my Auth-code. Followed their FAQ, I found they require a paper form to be filled and mailed to their office with a hard copy of my official personal photo ID or/and passport. I feel very uncomfortable about this. I don't think they has authority to check my personal id and keep a hard copy, it contains lot of my privacy info. I believe this requirement is against both ICANN policy and local law.Please help me getting my Auth-code from them. Thanks.
B英文信模板:域名代理商拒絕并要求續(xù)費HelloIm a Chinese people and bought a domain mydoname.com(注冊域名) in 20xx.I decided to transfer my domain to west263.com for the better service and lower renew price.But the agent xxx(注冊商)and its agent xxxx.xx(代理商) dont provide the auth-code to me. They ask me to renew the domain first which will cost me xx RMB and 60 days.I think I’m the domain owner and I have the right of transfering my domain by free。 But many domain agents in China (not only xxx)always set up many check points and collect fees to avoid customers transfering domain out of them。Please ask xxx。com send the auth-code of mydoname.com to it’s owner email and regulate the behavior of Chinese agents。Thanks
二、大約1-5天內(nèi),即可收到注冊商的回復(fù)郵件。普通情況,域名注冊商直接提供域名的轉(zhuǎn)出授權(quán)碼。如遇到原域名注冊服務(wù)商阻攔,能夠再次向ICANN投訴。投訴間隔普通最長不超過7天,最短不要小于2-3天,需要關(guān)注注冊商工作時間,防止非工作時間處理延時。若5天后沒有收到密碼能夠按照以下模板繼續(xù)申請:HelloThis is the second complaint letter sent.I registered my domain mydoname.com (注冊域名)at xxx(注冊商,whois中Registrar). I am not satisfied with their service and I want to transfer my domain to other.I can't find any place on their site to get my Auth-code.……
三、關(guān)聯(lián)百科•域名所有人名稱初期填寫錯誤是能夠修改的,所有人電子郵件地址必須是正確可用的。•啟用域名whois信息上所有人或管理人的郵箱地址填寫報告或投訴,以此證明管理身份。•獲得到轉(zhuǎn)出密碼要及時轉(zhuǎn)出,如果域名被鎖定(lock 或 hold狀態(tài)),時間過了轉(zhuǎn)出密碼也會失效。•auth-code是域名授權(quán)碼,即通常說的轉(zhuǎn)出密碼,不等同于域名管理密碼。
四、屬于合理拒絕的情況: •欺詐行為的證據(jù)•一致域名爭議解決政策(UDRP)處理 •法庭或仲裁機構(gòu)作出的裁定•合理授權(quán)轉(zhuǎn)讓人存在爭議•域名持有人初期注冊費用欠款 •域名持有人提交了書面異議 •域名是“鎖定”狀態(tài)(需登記名稱持有人提供合理原因解除鎖定狀態(tài)。) •域名初始注冊時間未滿60天或剛轉(zhuǎn)出未滿60天。
